只關不審 關達那摩絕食囚犯暴增

海軍上校杜藍德說,關達那摩灣基地囚犯的審前偵訊將在六月展開,而軍方相信,絕食囚犯的人數在此時暴增,顯然是企圖吸引媒體注意,造成國際壓力迫使美方釋囚。
關達那摩灣美軍基地囚禁的犯人約四百六十名,他們被關押的理由都是疑似與「基地」恐怖組織或阿富汗塔里班(神學士)政權有牽連,而其中有人已被羈押長達四年半,但迄今只有十名囚犯遭起訴,將接受軍事法庭審判。外界批評這種做法明顯侵犯人權。
人權律師認為,絕食行為反映這些囚犯日漸增加的挫折感。紐約人權組織「憲法權利中心」的法務主管古德曼說,關達那摩灣的囚犯日趨絕望,顯然基地裡的情況已到達一個危機爆發點。英國人權律師卡那森說:「這些囚犯要求的只是一個受審的機會,如果他們有罪,就懲罰他們,如果他們無辜,就讓他們回家。」
關達那摩灣基地去年八月首度爆發囚犯絕食抗議,之後基地裡面就斷斷續續有人絕食,只是人數時多時少。今年五月十八日,基地裡的囚犯並與警衛發生衝突,六名囚犯受傷,之後有三名囚犯開始絕食,到了上周末,絕食者暴增為七十五人。
杜藍德說,基地方面已對四名絕食囚犯進行強迫餵食。所謂強迫餵食係指透過鼻部插管把食物送進胃裡。今年三月,有二百五十餘名醫學專家曾連署一封公開信,譴責美國軍方不該對絕食囚犯強迫餵食。
關達那摩灣美軍基地從今年一月即改採更嚴酷的手段,阻止囚犯用長期絕食的方式抗議遭監禁。獄方在發現若干絕食囚犯被灌食時故意把流體配方吐出後,開始把他們綁在「束縛椅」上強迫灌食並個別隔離。囚犯哈桑曾描述:「頭被綁住動彈不得,如果不吃,他們就把鼻胃管插入。被灌食的囚犯大小便失禁,又吐又出血。」
安南對緬甸續押翁山蘇

安南說,聯合國會繼續和緬甸軍政府以及東南亞國協(新聞、網站)商談,安南也呼籲國際社會其他有影響力的成員,也要「給緬甸軍政府一些壓力」。
美國官員表示,聯合國安理會(新聞、網站)將採取對付行動。正當華盛頓方面準備本週第二次在安理會報告緬甸近況的同時,國務院發言人麥考馬克表示,聯合國可能會出面舉行聽證會,並宣布將採取那些行動。他指出,安理會這次不會只聽取簡報就結束了。但他沒有做詳細的說明。專家表示,安理會可能不會採取什麼制裁的行動,但可能尋求某些「非懲罰性」的舉動,例如要求聯合國祕書長安南按月報告緬甸的工作進度。
